Dull Skin is primary caused by dead skin cells accumulated on the top of the skin surface. There are many options to remove the dead skin from basic cleansing to laser resurfacing. Here are some options in increasing order of aggressiveness:

Basic cleansing removes very little dead skin

Topical exfoliant products work well to remove about 1 layer of dead skin but can leave the skin "micro-abraded" or scratched if sharp exfoliating ingredients are used like fruit pits, pumice, natural crushed stone, etc. Use rounded exfoliant ingredients.

Electrically powered facial brushes which are popular now do not exfoliate well...they just clean

Professional micro-dermabrasion works well to remove 2-3 layers of skin but do NOT use crystal micro-dermabrasion techniques. The crystals have a high surface pH which raises the pH of skin and impairs barrier function which leads to chronic skin dehydration.

Chemical Peels work well if they are unbuffered. They can give a very good result. Don't go for the "blueberry" or "pineapple" peels. Stay with the Glycolics, TCA and Salicylic peels. They are most effective

Laser ablation is the best dead skin cell remover and can be adjusted to take off exactly as much as needed and you can tolerate. It gives the skin a beautiful baby skin like feel and look.
If you want glowing skin exfoliate often using a combination of the methods above. The more aggressive the method, the more down time you may have after the procedure so it has to be considered carefully.
